Shenzhen Court of International Arbitration (GBA International Arbitration Center, SCIA)
Founded in 1983, the Shenzhen Court of International Arbitration (also known as the South
China International Economic and Trade Arbitration Commission, GBA International Arbitration
Center, formerly known as the CIETAC South China Sub-commission and CIETAC Shenzhen
Sub-commission, hereinafter referred to as the “SCIA”) is the first arbitration institution in
the Guangdong-Hong Kong-Macao region. It epitomized China’s reform and opening-up, the
development of the Shenzhen Special Economic Zone, and the collaboration between Chinese
mainland, Hong Kong and Macao.
In 1984, the SCIA took the lead in including foreign arbitrators in the Panel of Arbitrators. In
1989, an arbitral award rendered by the SCIA became China’s first arbitral award recognized
and enforced in a foreign jurisdiction (i.e. Hong Kong) in accordance with the Convention on the
Recognition and Enforcement of Foreign Arbitral Awards (the New York Convention). In 2012,
the SCIA pioneered to establish a statutory body governance mechanism and a corporate
governance structure with an international council serving as the decision body. In 2016, the
SCIA became the first arbitration institution in Chinese mainland to accept investment arbitration
cases by updating its arbitration rules. In 2021, under the national strategy of developing the
Guangdong-Hong Kong-Macao Greater Bay Area (GBA), the SCIA added “GBA International
Arbitration Center” as one of its official names to deepen to the cooperation with Hong Kong
SAR and Macao SAR, so as to develop into an international arbitration hub together in the world.
So far, its arbitration and mediation services have been extended to 140 countries and regions
worldwide, and its panel of arbitrators covers 114 countries and regions. The highest amount
in dispute for a single case in 2022 was recorded RMB 24 billion, which marks a breakthrough
along the history of arbitration in China.
Headquartered in Qianhai and Futian, SCIA developed three professional industrial branches,
namely the China (Shenzhen) Securities Arbitration Center, China (Shenzhen) Intellectual
Property Arbitration Center, and the SCIA Maritime Arbitration Center, provide impartial,
professional, and efficient dispute resolution services respectively to parties in capital markets,
hi-tech industries, and maritime and commerce disputes.

South China International Arbitration Center (HK) (SCIAHK)
South China International Arbitration Center (HK) (“SCIAHK”), established in Hong Kong in 2019,
is an international arbitration institution operating in accordance with the laws of the Hong Kong
SAR. As confirmed by the Supreme People’s Court and the Department of Justice of Hong Kong
SAR Government, SCIAHK was included in the list of qualified arbitral institutions under the
Arrangement Concerning Mutual Assistance in Court-ordered Interim Measures in Aid of Arbitral
Proceedings (the “Interim Measures Arrangement”) as a Hong Kong arbitral institution.
Based upon the UNCITRAL Arbitration Rules (2013 edition), SCIAHK formulates its arbitration
rules, namely SCIAHK Arbitration Rules (“Rules”), which takes into account the UNCITRAL
Recommendations to assist arbitral institutions and other interested bodies with regard to the
arbitration under the UNCITRAL Arbitration Rules. SCIAHK seeks to faithfully follow the text
of the UNCITRAL Arbitration Rules and introduces changes where appropriate in view of the
requirements of an institutional setting.
The SCIAHK Panel of Arbitrators furnishes a roster of law professionals and industrial experts
with international arbitration experience from major jurisdictions around the world. Featured by
Hong Kong and international practices, the “recommended list + open choice” maximizes party
autonomy. Parties may appoint arbitrator(s) within the recommended panel of arbitrators or
outside the panel.
With the latest development of modern international arbitration rules, SCIAHK is service-oriented
and provides impartial, efficient, and flexible arbitration, mediation and other diversified dispute
resolution services for parties from different jurisdictions. SCIAHK is headquartered on 57/F of
Two ifc, the core area of legal and financial services in Hong Kong. It aims to offer the world-class
hearing facilities and tailor-made case management to parties from the world. The SCIA and
SCIAHK have by now giving a fully play to the unique advantages of “Two jurisdictions, two seats
